Yes, it is possible and very easy to do! Instead of watering the top of the soil, it is generally better to pour the water into the saucer/base below the pot. This way, the water is soaked up by the soil and the roots and it is less likely you will over-water you plants.

Yes, it is possible to over-water plants. You must check out the growing habits of your flowers. Some such as Mandevillas, Dipladenias, and Vinca do not like to be drowned. A good way to water is to pour water in the top till it reaches the top brim of the pot. It will soak in the soil at its own pace and eventually drain through, giving the plant something to soak up later.
However, if you are watering a hanging basket, it is best to water until it drains out of the bottom of the pot. That way you can ensure that the basket wont dry out in the summer heat.
